    Noelle Adams is the Founder and CEO of Culpability Inc., the first Black, queer, non-binary-owned emergency safety and community accountability platform in the United States. Based in Atlanta, Georgia, Noelle has dedicated nearly a decade to building technology that serves marginalized and targeted communities.

    Growing up in a law enforcement family gave Noelle a firsthand understanding of both the sacrifices officers make and the weight that communities carry. When a loved one was wrongfully convicted, Noelle turned lived experience into action — founding Culpability to ensure that no family ever has to fight alone, and that no truth goes unseen.

    Culpability bridges the gap between law enforcement and the communities they serve through real-time SOS alerts, encrypted incident documentation, community Circles, and a built-in Know Your Rights library. The platform is available free on iOS and Android.

    In 2022, Noelle was selected for the Google for Startups Accelerator — one of a small group of founders chosen globally for building impact-driven technology. Noelle is also a sought-after speaker on civic technology, community accountability, and the intersection of social justice and entrepreneurship.
